I finally managed to fix this problem.
I have deleted Up iPhone app, and re-installed from the App store. This won't erase your previous data.
To uninstall, tap and hold on any app icon until the apps start wiggling. Then, tap the X button that appears on your UP app. To reinstall, head back to the app store, search for UP by Jawbone, and download.

You could also just try to "close" the app. On iOS 7, if you double tap the home button, you can then fling the app upwards to close it. When you reopen, it should establish a bluetooh connection which you can see in the top menu. I think the app gets stuck sometimes so closing and reopening the app may help.
I had the same issue with my 11 day old Jawbone Up24 not syncing for a couple hours with my iphone5. I followed advice in this community forum and closed app and turned iphone off completely. Turned everything back on after about 1 minute and it started syncing again. Thanks everyone for the suggestions!
